On one side we got the ICANN (Corporation to asign names and numbers). It is the entity in charge of the functioning of the Net and that the things can be found by their name. Non-profit and international entity which goes beyond the technical searching for the balance and representativeness of all the online cultures and communities.
Of course, ICANN cannot be in charge of the registration of all the functioning domains. That is why it delegates to domain operators, or registries, as DotGal.
