PuntoGal aims that the presentation of all contenets and essential funcinalities of this web to be independent of the hardware and browsers used for access, coded using an open and free technical standards and accessible to browsers adapatesd for individuals with special needs or sensory, motor or cognitive handicaps.

European Union Council resolution of 25 March 2002, encurages the Member States to take into account of the need for digital content to be accessible, and following this recommendations, Decree 34/2002 of 11 July, for information society and electronic commerce, states that the public administration shall adopt the necessary measures to make information available on their Intenet pages to disabled individuals and older people, in accordance with the accesibility criteria of the content, before 31 Decembre 2005.
